Why does visual voice keep saying "visual voicemail is currently unavailable". It happens when I am home or out doors. Restarting the phone help for a while then it happens again. Frustrating ! Can anyone help?

This happened to me, too, but in my case it was because I had turned Cellular Data off. Once I turned Cellular Data back on, the voicemail went back to normal.
The problem occurred after upgrading an iPhone 5 to 7.1.2. Your solution worked after several others failed. Thanks!

I have found that visual voicemail is not available unless Cellular Data is on.
