Sad. This isn't fixed. Apple is rubbish.
I saw below to go to settings then iTunes. Log out then back in again. It worked for me. 8/18/16
It's just sad that the original post was 3 years ago and the problem is still happening!!Why?
I have the same problem. I tried 'renting" the same movie, but it keeps on saying that I have already downloaded it and that I need to manage it on Download folder. On the Download tab on iTunes, it says there is no active download. I've checked my Videos folder, but movie is still not there. Very frustrating. I have an iPhone 6s and I still have 80+GB available.
I just bought an IPad Pro and encountered this problem today. Tried all the suggestions, nothing worked but then had the idea to look for the film in search and it popped up, ready to go. Doesn't seem like this issue should even have happened, but I hope this suggestion helps.

It is now October 2016 and this is still not fixed by Apple. I rented 2 movies for a long flight today and the same thing happened. No rental tab. No download folder. Called Apple "Support" and was with 2 tech's for over 1 hour. They seemed shocked that this was happening and couldn't figure out how to fix it. What a load of crap! The refunded me my rentals and asked if I'd like to try again. NO THANKS APPLE!!!! I guess I'm stuck watching airplane movies.
it is a "load of crap"...this is the forth me I've had this happen to me. I finally took the time to search through ,these forums to try to find a solution so far no luck.
O k this worled for me. I was renring an hd movie. I chose sd movie, then refused to buy it and it kind of started dowbloading it in sd. Then i stopped the Download and started dowbloading the hd sgain and voila.
I have just found another step in the process that may be foiling some attempts. In Settings > Video, make sure 'Show iTunes Purchases' is switched to 'On'. 'Rentals' will then appear next to 'Movies' when using the 'Video' App.
How to manage the downloads since no file at all in downloads folder? Btw this is my 2nd time rented movie but not downloaded yet
Go to Videos or download videos if you don't have it then the movie should appear with the cloud symbol next to it.
