Cant download apps, it says that i need to update my billing information, but the information is up to date. When i re input the info it says there is a problem with the last purchase. I can't upgrade anything, or even update apps. Free ones or otherwise.

I’ve got the “none” section, but every time I try to choose it it lets me through but then repeats saying it making me unable to update or download an app.
