Why when I have bought a new iphone outright does Apple and the Carrier have the right to lock my phone and then have the nerve to charge to unlock ?

It came as a suprise that my phone was locked when I tried to change supplier. I am now informed that the phone is automatically locked by Apple when instructed by a supplier. what right do they have to do this when I have puchased the equipemnt out right. It is restrictive practice and should be outlawed
