You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

Ask the person whose account it's locked to to remove the phone from their account.
Or, and if you were the original purchaser of the phone (i.e. it wasn’t bought used), you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the phone from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it
What are you now seeing on the phone ? If it's still on the activation lock screen type the id and password of the account that it's locked to

You re-activate the phone using the id and password of the account that you were using in Settings > iCloud on it, no other account can re-activate it. Has your wife or friend tried : If you forgot your Apple ID - Apple Support ?

To turn off Activation Lock on your iPad you must enter the Apple ID and password that was used to turn it on. If you do not have these and cannot get them or get the owner of them to coöperate then the iPad is useless to you.

If it's the person you purchased your iPad from, contact her/him.
If it's someone you don't know, then the iPad was very likely stolen and you have a problem.
