You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

I'm the owner of my Ipad it's saying activation lock I haven't a clue what my apple id is or password to log in to my Ipad I'm fuming I suffer from memory loss
I won the Ipad in a competition with upc Ireland I've no receipts so I'm basically doomed
Have you tried contacting the people who ran the competition to see if they still have the receipt for it ?
I've tried contacting the competition there no longer a company virgin media is taking over from upc Ireland
That reply tells you how to reset an account's password - have you done that ?

You have to contact the person whose account it's locked to - nobody on these forums, nor Apple, can help you find that person, nor remove the phone from that person's account
