You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

If you bought a used device and it's connected to the previous owner's account you will have to contact the person that you bought it from - nobody else, including Apple, can help you
