You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

You could hand it in to the police, or if there is an Apple Store nearby you could potentially hand it in to them, or if you know which carrier it's on you could take it to one of their stores
