You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

Hi. You need to sign in with the Apple ID that was used to set up the iPad. It's still linked to that ID.
I have done that, it's not letting me activate the I pad. Funny thing is I can use it all to get in on these conversations!
