You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

Did what ? If you mean bought a used iPad and it's linked to the previous owner's account then contact the person that you bought it from, nobody else can remove the iPad from that person's account

If you bought it at a garage sale and it is activation locked you bought a brick, not a usable iPhone. Unless you can find the person who locked it.
