You probably have a second hand iPad that was protected using Activation Lock as described here:
http://support.apple.com/kb/PH13695
Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

If your iPad is on the activation screen then you will need to type in the id and the password of the account that it's locked to - you won't be able to reactivate the iPad until you do so.
