You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

If your phone is on the activation screen you will have to type in the id and password of the account that it's locked to.
If you bought it used and it's locked to the previous owner's account you will have to contact the previous owner - only the person whose account it's locked to can remove the phone from that account.
Nobody on these forums (nor Apple) will be able to help you contact the previous owner, nor remove activation lock from the device. Have you not got contact details for the person that you bought the device from ?

Do you expect someone on this forum to say "Ah, yes, I know this owner! Here is how to contact him/her." This cannot possibly happen.
Contact the people who sold you the device. If you cannot learn the owner that way, the device will remain useless to you.

Are you serious? Do you expect someone on this forum to simply share their Apple ID and password with you? That will not happen!
Even if it did, it would do you no good, as you must get the original owner to unlock the iPhone with their Apple ID and password.

The answer for you is exactly the same as the answers for all the other folks who asked the same question in the 27 months since this thread started.
Your iPad is Activation Locked. You must contact the original owner to get the iPad unlocked or the iPad will never function for you.

The iPad is useless to you. The pawn shop should not have sold it to you. If they will not take it back contact the police, as they knowingly sold you a useless iPad. Unless they told you it was activation locked.

What exactly have you done, what are you seeing on the device's screen ? If it's locked to the previous owner's account you will have to contact the previous owner, nobody on here (nor Apple) can help
Unless you were the original purchaser of the phone and you let somebody else log into their iCloud on the phone Apple won't potentially help - you will have to find and contact the person whose account it's locked to

To turn off Activation Lock on your iPad you must enter the Apple ID and password that was used to turn it on. If you do not have these and cannot get them or get the owner of them to coöperate then the iPad is useless to you.

If it's the person you purchased your iPad from, contact her/him.
If it's someone you don't know, then the iPad was very likely stolen and you have a problem.
