I used 1234 as recommended by another user. I didn’t recall ever setting a PIN for restrictions and now it seems it was set during an up date. I would suggest before resetting phone try the default 1234. Work for me

How to make it reset
To reset the device back to factory defaults use recovery mode, try reading replies.
My ipad is no factory sittings, only erase all content and sittings
