This is the link to use to erase the iPad via iTunes: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
You cannot see OR edit your restrictions passcode. You MUST erase the device to remove it. And you cannot restore from a backup as the restrictions passcode IS contained in the backup. This would put you in a never ending cycle of disappointment.
While this link says for forgotten passcode, it is the same required action for forgotten Screen Time or Restrictions passcode. And this link is from Apple, not a 3rd party. If you called Apple, this is exactly what they would tell you to do.

I found the file, and although it says "<integer>0</integer>", it still thinks it needs a Restrictions Password... something of note: my 6-Plus previously had NetNanny installed, before we got frustrated with all of its false-positives, and later discovered that our PC install from the OFFICIAL SITE had low-detection malware imbedded into it (which I am proud to say got totally nuked by yours truly), ruining NN's trustworthiness. Obviously, we got rid of it on every device it had been put on, although I might not have been thorough enough, possibly leaving some NN files behind (no, it's not jailbroken, at least not yet. I'm just good enough with computers to utterly obliterate most kinds of files and programs, and NOT good enough with IOS and OSX to do it properly when using anything but Windows 😝)... sooo, that might have something to do with it, since NetNanny likes to disable Safari and put the device into something reminiscent of being a Windows Vista standard user account (being able to do Jack-Crap with settings and override procedures)... Anyways, if their is a way I could potentially overwrite the Restrictions Password manually using an edited backup?
You change it by typing in the existing passcode and selecting a new code.
If you can't remember it, if you have a backup taking when it wasn't on you can restore to that ; if not reset the iPad back to factory defaults (after copying off anything that you want to keep) to remove it

Erase all content and settings is what factory defaults means, you are removing everything from the device and putting back to how it was when it was first switched on (it doesn't remove any iOS version updates, it just removes all of your content). You can either do it directly on the device (though you'll probably need to remember the restrictions passcode), or use recovery mode via a computer's iTunes
Do you not know anybody (e.g. friend or family member) with a computer ? As well as using a computer's iTunes, and if the phone is online, you could try logging into http://www.icloud.com on a computer's browser, or Find iPhone app on another iOS device, and sending a remote wipe message to it.
if u have to reset ur phone u need redtriction password if u have turn on it if u forgotton ur password and need to remove it or recover password so u hte have to 1 step is connect ur iphone to pc and rester from i tunes to factory reset u simply get remove password but all data will remove so to save data u hve to download app and backup ur iphone and if u dont want to rester factory version ur iphone u need to backuy yr iphone through app backup all thing include password will shown ur restriction password

It is not possible to recover or reset the restrictions passcode. The phone has to be restored.
