No, only the carrier can unlock the phone for you and if they refuse to do so, then that is it, there is absolutely nothing that you can do.

Also, in your previous post you state that you are planning to downgrade to iOS 6? Well, just to let you know that this is not possible to do - once you have upgraded then you cannot downgrade. You just can't do it.

And, there is no such thing as an unlock code. That's not how iPhones are unlocked.

You cannot discuss that subject in an Apple-hosted forum. So do some research elsewhere. Note that doing so will not bypass Activation Lock if that is part of your problem.
