FaceTime freezes saying poor connection with my new ipad air, but works perfect with my older ipad2 in same house

FaceTime freezes saying poor connection with my new ipad air, but works perfect with my older ipad2 in same house. When I connect initially, I see the other party for a few seconds then freezes behind the error message and stays that way. The sound is ok and they can see me just fine. So I have to connect with my other ipad2 and works fine. I tried resetting the router, and sitting right next to the wireless router... Still nothing. Help...

iPad, iOS 7.0.4, Ipad air

iOS 9.1

FaceTime is not working correctly for me either. My wife calls her sister in New York, or vice versa, and the connection lasts for about 10 seconds. Then the image freezes and displays the message "poor connection". My wife can only hear her sister, but her sister can still hear AND see my wife. We have wifi only iPads, so if my wife tries to FaceTime from her phone on LTE, it works flawlessly.

is this a wifi issue? I hope not. We've never had a problem before, until maybe after updating to iOS 9.
