Changed the email address for my appleid now I can't update/download my old apps without buying them again.

I have the same icloud account, I just changed the email address because I was discontinuing use of the old one. Now if I want to update my apps or download the apps on a different device the app store requires that I sign in with my old email address, which I can't do since the account has been changed to the new address. Is there a way to associate the apps I purchased with the account with my new email address?

iMac, OS X Mavericks (10.9.1)

I don't understand what you mean by "even if you sign in using the alternate email".....

So, you went into Manage your Apple ID, and clicked on "EDIT" and changed your Apple ID and Primary Email Address, correct?

Prior to making that change, you deleted your iCloud account on your device, signed out of the iTunes & App Store, and signed out of FaceTime and Messages, correct?

Once you made the change, you signed back into iCloud, the iTunes & App Store, FaceTime, and Messages with your new, updated Apple ID, correct?

Presuming all of that is correct, exactly what are you attempting to do at this point, and exactly what is happening when you try to do that?

Yes, yes, and yes. To clarify, I have my iCloud email as a secondary email, and I can sign in with it, but still cannot download previously purchased apps.

What exactly I am trying to do is re-download purchased apps. When I go to download an app (Notability), it's prompting me to pay $4.99, even though I purchased the app previously. This is also happening with apps that are updating (Minecraft). I have no problem with free apps.

Hopefully that was clear enough.

Where are you going to re-download the apps? Are you attempting to re-download them directly on the device, or via the computer?

What path are you following to get to the "re-download" screen?
