At the moment because of popular demand for Apple Dev accounts (Becuase of ios 8 and Yosemite Betas) it may not work. Try again a bit later. If you really want contact the Apple chat support.

Contact apple support by going to apple.com then clicking support in top right corner then go down to bottem and where it says Contact Us click Get Started. Click the blue get started box, click Mac, iPhone or iPad (maybe iPod unsure) becuase not all selections support live chat but even if your problem isn't related to one of those topics they will still help. Then click one of the devices (If you are logged in then it will show your devices). If you don't have Apple care and/or your not logged in click non technical issue (even if your problem is technical they will still help), click one of the topics or click The topic is not listed if it isn't listed. Type your problem breifly then click continue, now select the type of support (chat in this case) and your off!

I met the same problem with the Individual enrollment type. I found that, at the Submit step, my country is not displayed. I fixed it and I successed to register the developer account.

The steps I done are:

- Click "back" twice to the previous screen (to fill the billing address)

- Right click and select "Inspect Element"

- Find the hidden country input tag similar to this <input type="hidden" name="country" value ...

- You can see the country value is empty. You just change it to your country name

- Click Next and it's works

Hope it's help.
