I am having the same issue. I went through the list of apps using location services, and shut off the apps that it said were actively using GPS. The Apple Store app would cause the icon to come on if I have In-store Notifications turned on, even after force-closing the app. NFL Mobile, Nike+ Move, and Yahoo! Weather all cause the GPS arrow to be on even after force-closing the apps.
I just manually shut off location services for those apps in Settings -> Privacy -> Location Services. Hopefully this issue is fixed whether it is a 7.1 problem or an individual app problem.
I think I found the culprit...Foursquare. Under Settings>Privacy>Location Services, turn off the GPS function for Foursquare and the previously always-on GPS arrow disappears!
Prior to the 7.1 update, I had to nanny Foursquare by manually force closing it after using it. That would then make my GPS arrow go away. Now after the 7.1 update, manually closing it doesn't shut off GPS. Now the only solution is to shut off GPS access to Foursquare completely, which is silly. Hopefully Apple and/or Foursquare fixes this. I won't be using Foursquare anymore unless it's fixed. Not worth my time.
I went to Settngs > Privacy > Location Services, then started at the top of the list of apps, deactivating them one by one. I discovers that the app Knock was causing the L.S. Arrow icon to stay on, as well as Groupon. I then re-activated the other apps.
Hopefully, the problem will be solved after apps start releasing updates for iOS 7.1
I actually obsess about app updates and check the App Store multiple times daily so my apps are definitely up to date. I've had issues with Foursquare for a while now, possibly after the iOS 7.0 update but maybe before? I don't remember exactly but that's the one app that kept my GPS on all the time until I force closed it.
I'm using an iPhone 4S by the way. Not sure if my issue is specific to the 4S so I wanted to mention that.

UPDATE: my issue was only with Foursquare. I uninstalled the app and immediately reinstalled. Now after I use the app and close it like normal (pressing the home button), my GPS turns off like it should. I'm thinking this could be a solution worth trying for the other apps people are having issues with.
Same issue after update and was finally resolved by going to
Settings>Reset>Reset Location and Privacy Settings.
For all apps that I use have not had issue again. To check restarted Google Maps and allowed location and then put app into background and location services stopped after a number of seconds. Not sure if there are other apps out there that may need updating with new iOS release.
I reset my location services and it seems like some apps are just using GPS in the background constantly, even when I have completely closed the app. I will try reinstalling the culprit apps this evening and see what happens. If I **** off Background Refresh on the affected apps, it does resolve the issue as well.
I found the culprit to be Reminders. Closed all apps, went back to Location Services in settings and found that to be the only app with a LS arrow still high lighted. If I toggle that setting the LS arrow comes and goes.
for me, turning off the foursquare gps location access doesn't solve.
Is it necessary to wait a longer time to the gps icon goes off? I tried to turn off individually all gps access to the apps but nothing chamges on the gps icon.

even with all apps closed, the gps location icon was on and even turning off the gps location access to several apps, including foursquare, life360º..., the problem continues.
I solved turning off the background update to foursquare. The dificulty to find this is on the concept that the app is not updating if is closed. Was needed close it and turn off the background update for it.

Additonal comment: After a locations and privacy reset you may need to turn off device and turn it back (not a soft reset) on to clear any residual settings in the iOS. In a least a couple of cases that I had to deal with this was the case.
Sorry but the only workaround that works for Moves in a 5S is to turn off the background feature in Settings. Even if I kill the app the navigation icon still showing up in the status bar. These seems to be a problem with the App that needs an update for 7.1.
for me it was anything that had geofence type locations. once i turned those off it went away. I am wondering if there is a bug with 7.1 that thinks geofence means its on all the time. im going to try the reset then turn them back on and see if it fixes the issue
I found the fix!
Settings>general>background app refresh.
Turn the app refresh to off or select the apps you want running in the background continuously.
This is a new function that I believe was added with the 7.1 upgrade.
