GPS Arrow Location services is always on after update to ios 7.1. I close all apps and still there.

Foursquare, Google and Dropbox all have this issue. More to discover 🙂
Dropbox was the culprit for me. I turned it off in location services and now all is well.
Sears was the culprit for me. Turned it off in location services and the arrow is gone.
For me it was the Google app that was always on, so I turned it off in the "background app refresh" section instead of location services and it seems to have worked.

I had the same issue, and it was Google+ as well as google maps location reporting.
