Dropbox was the culprit for me. I turned it off in location services and now all is well.
Sears was the culprit for me. Turned it off in location services and the arrow is gone.
I found the fix!
Settings>general>background app refresh.
Turn the app refresh to off or select the apps you want running in the background continuously.
This is a new function that I believe was added with the 7.1 upgrade.
That feature was added with 7.0. I shut off background refresh on the affected apps, but it still seems to be something that shouldn't happen. Constant pulling of the GPS is different in my mind than updating the app content. If it was occasional GPS updates, it would be fine. The first 4-5 hours I had 7.1 installed, though, it was constant.
For me it was the Google app that was always on, so I turned it off in the "background app refresh" section instead of location services and it seems to have worked.

I had the same issue, and it was Google+ as well as google maps location reporting.
