iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

I am also having the same problem with iPhone 4, iOS 7.1 and PepePhone. After contacting PepePhone they told me it is Apple's problem. PepePhone, as many other operators named in this forum, is a Mobile Virtual Network Operator, so they do not have their own mobile network. They told me they only offer a communication service, they do not sell phones, so they do not have (and will not have) any agreement with Apple or any other mobile phone manufacturer. So, clearly, either Apple solves this problem they created or iOS will not be working correctly with Mobile Virtual Network Operators anymore.

I just called an Apple Senior Advisor, after chatting with another.

During the chat i was asked to make a diagnose: i got a mail, which i had to open on my phone. iOS Diagnostics opened up and did a quick test. My support-partner then saw that my phone is working correctly...

So he devided to let me call a Senior Advisor.


The Senior Advisor looked up in Apples internal database and then came up with this:

This is an known bug. Apples engineers are working to solve it. Carriers are already informed. Its not clear at the moment if it will be fixed with an iOS update or with a carrier update. (Carrier update would be visible under Settings->General-> Info as she said)

So there's hope 🙂

I asked her if she or someone else could leave a comment here, but thats not an option because the support stuff has no permission to post here.

I got her number, so if nothing happens in the next weeks(!)(her words), I will call her back!

I'm writing from Italy.

Here we are having big issue on personal hotspot with WIND phone carrier: after latest ios update (7.1) the feature won't work for the same reason (APN are not saved).

I know Apple is working on it and i hope WIND will release a major communication update, since they seems to officially sell iphone 5s on thei website.

So hopefully it won't be a situation similar to ios 5, when we had same issue.....

UPDATE from apple care the netherlands/belgium: i had contact with the third senior apple care advisor and guess what: apple did update their ios 7.1 so, that only partner networks will work on iphone for the personal hotspot. They admitted that the personal hotspot will only work with the partner networks on standard settings and that they asked to the non partner networks to update there carrier settings. If they don't update there carrier settings, personal hotspot will never work again for the non partner networks.

I then contacted base who clearly stated that personal hotspot ins't there responsability, if 3g/edge works there responsability is over.... They keep insisting that the responsability is with apple, that they didn't change anything and that they don't know what they should do when apple says they need to update their settings. Not that i agree with all this nonsense but for the time being we are stuck, it will not work in a few weeks, it might never work again.


I cannot speak for the america's nor for asia but in belgium and the rest of europe apple care admitted that the personal hotspot will not work anymore unless the non partner networks 'sign' a deal with apple...


Apple obliges all carriers to do it their way, that's why they made the personal hotspot for the non partner carrier so that it in standard settings it doesn't work anymore.


As a small costumer we are screwed and cought between carriers and apple.


one thing is for sure: i abandoned my iphone and got me an android with personal hotspot and 4g!

Exactly this time apple has done a big mistake, I am also going to sell apple and Buy LG Nexus 5. I cannot change my carrier just because my carrier has not signed a contract with apple. Apple is not only the phone that I can buy. Screwed with this iphone...Support people are saying that they will resolve the problem in their next update. Just waiting for their next update....
