iPhone 5s, iOS 7.1
As my earlier post above, Mar 21, 2014, this happened to my iPhone 5 and iPad Air.
Today it happened to my iPhone 5 again.
Both times, the issue appeared after I have plugged in to computer and update apps with iTunes. After unplugging and using the phone, I can see the network icon keep on spinning even if all apps are closed.
Ok, it's a problem with the App Store, it'll continue happening as long as they don't fix it, so that means another update, you'll have to wait, for now try not using App Store as much as you can, for example, the problem appears if you select to download an app and then select cancel, or sometimes in updates, just don't use the App Store and it won't reproduce the bug....
I had the same issue. I believe it's an app not playing nice though I havn't figured out which one yet. But I shut the phone off completely and turned it back on and the issue seems to have stopped...for now.
Like I posted previously, it has nothing to do with any applications or background tasks. With some searching, I found this bug was noticed by some beta testers of OS 7.1
You can reproduce the bug by following the steps that were already posted above, or simply, log out of your Apple account and then cancel the login prompt when asked to enter your user id/password when attempting to update or download an app. The network icon spinning does not actually download any data. The icon is a notification of network activity and can be toggled on and off by using iOS API networkActivityIndicatorVisible property.
Do you have multiple Apple accounts used on your iPad/iPhone? For example , some of your apps are installed from one account and some are from another? you have to log in separately to update all of them? This might trigger the error.
Just one account, and all my apps have been downloaded with the same account, I've been able to reproduce the bug just by tapping download and then cancel it, that's it... What you said might solve the problem temporarily but I think it's a problem with the App Store itself...
I did not post a solution to the problem, only asking if anyone else could duplicate it following the steps I posted.
This is a bug with the appstore app. Rebooting the device will fix it until you use the appstore again to update an app.
Albert,
Followed your steps and confirmed App Store caused issue for me (iPhone 5S/iOS 7.1).

This has happened to me a few times (on iPhone 5 and IPad Air).
I never use the App Store on the devices to update my apps. I normally connect to iTunes on my laptop to update.
The few times the network activity icon got stuck, they were immediately after I updated my apps through iTunes.
So, it seems updating apps may cause this issue to surface -- does not matter if updating is done through App Store or iTunes.
Had the same issue today on my 4s while connected to wifi. Powered off and back on and it stopped. I will try Albert's steps next if it occurrs again. I just don't want it happening when I am on 3G because I would assume data is being used!
Hello All, It appears that after the update of 7.1, the issue might have been fixed.
Can anyone confirm.
Do you mean the latest update iOS 7.1.1?
My iPhone 5 and iPad Air on iOS 7.1 will sometimes face this issue (immediately after updating with iTunes/laptop).
But after updating to iOS 7.1.1, I have not face this issue yet.
Me neither... Since last update (7.1.1) haven't seen it either...
Issue still present if you start a download and stop it before it has finished.
