Iphone 5s Network activity icon always on
After i updated to 7.1 it seems like it's always on and in a way it affects my battery life,is that some kind of a bug or some kind of an app eating up my battery?!

This conversation is pretty old, but still I know some has this issue ios 11 update. So I think to put my experience as a help you all. I had this same issue with my iphone 6S. I tried the all the solutions here and I get nothing. But after I just uninstall the WhatsApp from my phone. Then that network activity indicating icon acts like normal. After several hours I intalled back WhatsApp, and this time all are normal. I don’t know the exact reason for that. But if you have the same issue just try this one also.

The circle that appears next to the signal bar when you for example load a page in safari!!!
Happened to me too on iPhone 5 and iPad AIR today. Didn't do anything diffrerent, just pluggged in and updated stuff on iTunes.
It won't go away even if all apps are closed from the multitasking area. Also, I don't have any settings that allow background refresh or update.
All system settings are same before iOS 7.1, but this stuck network activity icon happened only on iOS 7.1.
I have been having this same issue with both iPhones we have ( 5 and a 5s) as well as my iPad mini. I to did not have this issue until after the recent update.
I have tried closing all apps, checking every possible setting that could cause this and finally rebooting each device.
Still they act as if they are processing information, if that is the correct term for this. It's as if information is being pulled from my phone since I'm not doing anything that would require this function to be active.
Hopefully this is a temporary glitch in the new update because I have also seen a drain on my battery.
I experienced the same issue on my iPhone 5 with iOS 7.1. Restarting the device seems to temporarily solve the issue.
I managed to resolve the issue by performing a full reset/restore. I've been using my iPhone for three days now and the odd behavior hasn't come back.
Don't forget to back up your apps as well if you choose to reset and restore your device!
Amazingly i don't have it on my ipad 4 running 7.1, i hope they comeup with a fix sometime, i been running throught few bugs on the 5s as well.
I too am running iOS 7.1 and am experiencing the same issues described above. The network activity icon (next to the carrier name) is always on when the phone is idling on the app screen. It isn't on when the phone is locked or if it is on an app etc. Very strange though as it appears that this icon being on is draining my battery. I have all the Background App refresh settings off, push notifications are off and all apps closed down from the multi tasking bar. Very off and annoying.

Unfortunately the network activity icon came back after four days. Resetting network and privacy settings didn't help.

Same here, started a week or so ago. The network activity icon is on all the time, but it doesn't seem that its actually downloading / uploading any data. I've reset the network stats a couple of times...this is very annoying.
Using an iPad Mini.
Reproduce this bug as follows:
1. Start App Store.
2. Click on Featured.
3. Log out of your account (if already logged in)
4. Go to Updates.
5. Update any available app.
6. When User Name/Password appears, click Cancel.
7. Close App Store and exit any open apps.
8. Network activity icon active on home screens until you power down/restart

I have the same exact issue using my iphone 5s and iOS 7.1. Phone will be idling no apps open and the network activity icon pops up. Apple doesn't seem to know what the problem is, I've contacted them multiple times but issue not resolved. Restarting phone helps temporarly but it always comes back. Tried wiping phone and reinstalling the iOS and it didn't come back until I reinstalled the apps. So I'm not sure if one of the apps that's causing this issue or 7.1. Very annoying to restart my phone twice a day to stop the phone from eating away my data because it does eat it.
Please look at my post in this other topic. Maybe it will also help you out. Since Apple now have allowed apps to run in the background (refresh in background, GPS) although an app is closed it could really drain the battery as i had with an app called Scoupy. But this could occur with any app.
I found a way to temporally solve it, just log out of App Store reboot iPhone and that's it, after reboot log again in App Store... The problem started after 7.1 update, I checked background usage, privacy and gps and nothing... I think it's a bug that has to do with automatic updates or just updates I don't know... I have a 5s...
