would verizon be able to get an disabled account off a iPhone 4 that my cousin gave me

my cousin gave me his iphone 4 for verizon and he just told me that his account for that phone is disabled and dont know his stuff to it all we know is the email address and i need to know if i can go to verizon and have them do something or if i have to call apple!! PLEASE HELP IM IN DESPERATE NEED OF A NEW PHONE!!!!

Apple won't talk to you about your cousin's ID. He's going to have to be the one to call.
