you can block all numbers not in your contact list by doing this:
All calls from numbers not on your contacts list will now be blocked. You can however still see all numbers that attempted to call you as missed calls. Verify the numbers and if legit, add them to your contacts list to receive any future calls from them.

Exactly! The option might be very simple to implement - when iPhone recognizes “No Caller ID” (“unknown”) incoming call - it should act like when you are in “Do Not Disturb” mode! Just reject call (or play “busy line”).
Maybe jailbroking iPhone does that???
As you point out, it would be easy to do. So the fact that the feature is not available means that Apple by policy decided not to implement it, and has followed through on that for 5 years now. Perhaps they know more than you do about legal implications, side effects or collateral damage of having this as an option.

Currently there is only one way to do: edit Do Not Disturb mode and allow calls from everybody group, but it is a bit of “hacking” or “not so ease use” for ordinary user. Collateral damage are only end users that are forced to ignore Hidden ID abusers because of (not always correct) law. Can you imagine what would happen if end user is public figure (President, for example) - what he has to do to stop being annoyed by Hidden ID abusers? Please implement this feature and add “I agree terms of use” and that would be it. No pain & everybody will be happy :)
Not on the phone itself but most cell carriers have a feature to block these calls. Check with your cell provider and you may find that it's already a service that is part of your calling plan and they can simply enable it for you.

Pure BS. I have had caller id on home and cell phones since available on each and I *NEVER* get legitimate calls with blocked caller id. Typical internet know it all.
