you can block all numbers not in your contact list by doing this:
All calls from numbers not on your contacts list will now be blocked. You can however still see all numbers that attempted to call you as missed calls. Verify the numbers and if legit, add them to your contacts list to receive any future calls from them.

Late 2018 and Apple seems not to have a straight forward standardized solution yet for a problem that every other $60 Android phone has.

I wanted to add that according to Verizon chat they are working on an app that will allow "no caller id" to be blocked. They suggested to look for apps in the meantime, but unfortunately I do not trust most of them. - just my opinion... no justification, just over cautious is all.
Interesting that you chose a year old post to respond to. All ways of blocking on the phone have this problem. The ONLY way to truly block a number is to block it at the carrier's network, before it gets to the phone. Once it reaches the phone any blocking method will just ignore the call. Most carriers offer blocking at the network level, so in the situation you describe you should use the carrier's blocking capability.
This is surely annoying. I keep getting unknown caller and wish there was a way just to stop them all.
If you use the do not disturb manually ,
will this enable blocked contacts since they are in the contact list?

It's really a bad idea. Most calls made anonymously are legitimate. For example, your doctor returning your call from her mobile (that she doesn't want to give out). Most spam calls are not sent anonymously; they are sent with forged phone numbers. Now, if there was a way to reject forged caller ID I'd vote for that, but it's not technically feasible (thanks to the wisdom of our legislators, who made it legal to create your own caller ID for outgoing calls). In a way there is, at least for VoIP calls; visit nomorobo.com for information.
