Just to be clear, to enter a number of your passcode, you tap on the number, hear the number, then tap on the number twice more to enter it. It should register in the dots above, showing that it's been accepted. You don't use the Home button to do this.
Assuming VoiceOver is your Accessibility Shortcut, three clicks on the Home button should turn it off. They can be the same speed as you normally double click to access the app switcher.

iphone 5 how to unlock locked and blanked screen with voice over
You can ask SIRI to turn off voice over.
1. Ask Siri.
2. Triple-click the home button.
3. Navigate through to Settings > General > Accessibility > VoiceOver and turn it off.
(Double tapping the icon on the screen will allow you to select that icon).
First understand that once in voiceover, your ipad will act differently to gestures. If you can't get past your "slide to unlock" screen, you need to double tap it rather than sliding it. Next, if your passcode screen comes up, first tap the first number of your passcode, the voice will tell you which number you pushed, now double tap it and it will accept that number, then tap the second number of your passcode and the voice will acknowledge that you have tapped that number, then doub;e tap it, do this for the next two numbers (remember, tap it first, hear it acknowledge you have tapped it, then double tap. That will get you to your home screen. Now ask Siri to turn off voiceover and she will, OR, go to settings (double tap the settings button AFTER tapping it once and hearing the acknowledgement that you tapped it), then scroll down using 3 fingers, to find general, double tap, then accessibility and you should see voiceover which you can slide off.
Solution! I held down the Home button until Siri came on. Then, I told Siri, "Turn off VoiceOver." Voila! Thanks, Headlice for your advice. That didn't work for me because I couldn't access the numbers on the lock screen.
Can someone please please help me!!!
My iPhone 5S is on voiceover mode, and I can't get the passcode to work on the lock screen so that I can deactivate it!!! The touch ID won't work either cos the phone was shut down at some point. HEEEEELLLLLPPPPPP!!!!!
oh - my what a mission. Thank you for this. I was testing my iPad for accessibility as I support students accessing online resources when using the iPad. Its very difficult indeed. Thank you for this iput. Sandi
Think you so much.
I had the very bad idea to activate voice over just for a try on my iPad 1395.
Result : impossible to unlock the machine and no help at all free of charge from Apple since it is out of guarantee.
3 hours lost on the Net to find YOUR solution.
Merci mille fois !

Hi. It sounds you may have enabled Switch Control, see https://help.apple.com/ipad/10/#/iPadab57642f. Assuming it was the Accessibility Shortcut, try triple clicking the Home button to turn it off. If that works, go immediately to Settings > General > Accessibility and turn off Accessibility Shortcut.
I believe you're talking about the screen curtain. To turn it off if you have Siri ask her to turn off Voiceover.
No Siri then triple tap the screen with three fingers. Then follow the steps already listed to turn Voiceover off.
Thank you so very much for posting this answer. I am so grateful that you took the time to do this. I was desperate to find out how to rescue my iPad from the clutches of Voiceover! A community gold star to you. Carolyn
THanks a bug bunch Headlice. You saved my iPhone 6s plus from being thrown out the window. I somehow got it locked in voice over and turned it off thinking that would default back to normal then I couldn't get back into it. Glad you had your answer here

Yesterday for some unknown reason though, I had a voice over happening when entering text but I don't remember which mode I was in. It doesn't appear to be happening today so I hope it's righted itself.
Thanks again!
