Just to be clear, to enter a number of your passcode, you tap on the number, hear the number, then tap on the number twice more to enter it. It should register in the dots above, showing that it's been accepted. You don't use the Home button to do this.
Assuming VoiceOver is your Accessibility Shortcut, three clicks on the Home button should turn it off. They can be the same speed as you normally double click to access the app switcher.

My iPhone 5S is on voiceover mode, and I can't get the passcode to work on the lock screen so that I can deactivate it!!! The touch ID won't work either cos the phone was shut down at some point. HEEEEELLLLLPPPPPP!!!!!
Hi ilovemyboys3. If you want help, please describe your problem in more detail, and what you have tried so far. There are several fixes mentioned in this thread. You can unlock your device by following the VoiceOver protocol: tap once to hear the voice, then double tap to select. Pretend you cannot see the buttons and it makes sense.
1. Ask Siri.
2. Triple-click the home button.
3. Navigate through to Settings > General > Accessibility > VoiceOver and turn it off.
(Double tapping the icon on the screen will allow you to select that icon).
Hi WACorbett. Have you tried to unlock the iPad with VoiceOver enabled? The protocol is that you tap a number, hear the number, then double tap to enter it. Continue to enter your passcode that way. Then use the same method to open Settings and turn it off. Be sure to also turn it off in Accessibility Shortcut.

Thank you very much! You saved me from total embarrassment at work since I came to work this morning with a phone that uncontrollably talks about various contents on my phone.
