When a user configures an iphone and connects to apple/itunes then surely the IMEI number is available to Apple. If the phone's IMEI number has been reported as stolen do Apple block the use of that phone with their services i.e. itunes?

You have been given an answer, Apple does not get involved with stolen phones. If you want to know why they don't get involved, you will have to ask someone who works for Apple.
