I would agree with your last sentence. I had a test image during the school year (a month or two ago) that was running 10.9.3. I did not have the issue with that image! It's got to be something in 10.9.4.

Same problem here, I have 5 of our macs have been updated and are all showing the issue. I'm holding off updating the other 30 until there is a resolution. 10.9.4 client and 10.8.5 server so it's not just a 10.6.8 server issue.
Please file a bug report. Apple may choose to ignore issues related to Snow Leopard server, but they should support 10.8.5.

I have the same problem. Even with 10.9 server and 10.9 clients. Happens at every reboot, but it does not ask if it you log out and then log in. This is really annoying.
I just wanted to say that we have the same problem with a freshly installed 10.9.4 server and 10.9.4 clients.
I wanted to add that I have the same problem on a 10.9.4 client using 10.9.4 server.
The problem started after updating to 10.9.4. It does not affects all clients. The affected one is a brand new macbook (retina).
I'm adding my name to the list as well. 10.9.4 server and 10.9.4 clients ask to use login keychain on each boot. I have not been able to come up with a consistent work around. Its not detrimental, but it's annoying for sure.
It looks like no one tried Eric Root's solution as it mentions a similar, but not identical problem. So I gave it a try, and I confirm it does also remedy the problem discussed here. Homesync now no longer asks for a password. Thanks Eric!
Let me repeat the solution here, just in case the linked site disappears in the future:
1. Go to your user Library (Hold OPTION key and open "GO" menu, select "LIBRARY").
2. Open "Keychains" folder.
3. Inside you'll find a folder with a very long name composed of hexadecimal digits and dashes (format: XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX).
4. Remove this folder (either delete it outright or to be more cautious, move it to your desktop)
5. Restart (not logout & login, but a complete restart of the computer)
=> Now it should no longer show the password prompt. At least for me this worked.
For me (10.9.4 server and 10.9.4 clients) this works too.
10.6.8 server and 10.9.4 clients – it worked only for the first reboot. After the scond reboot it started asking again.
The solution ofRobert Sedor didn't work for me too.
Unfortunately my workaround described above stopped working after a few reboots.

You are correct. After another reboot the problem is back. It seems I was too hasty in believing we had a real solution! And thus our quest continues ...
I have been experimenting a little more with this problem, and found a workaround, which still seems to work after the second reboot. It's not a perfect solution as it requires the user to make a compromise, but I'll describe it anyway:
- Launch "System/Library/CoreServices/Directory Utility"
- Click the lock icon and enter your password
- Doubleclick "Active Directory"
- Click "Show advanced options"
- Uncheck the option "Use UNC path from Active Directory to derive network home location"
Now this means that your network home folder is no longer automatically mounted and immediately available from the dock. However it also solves the repeated password request ... or at least in my setup it does. Can anyone confirm?
You can still get to your network home folder if you mount it manually from the menu. For me this is a solution, as I rarely use that folder, but it's surely not acceptable for everyone. As I said, it's a mere workaround while waiting for Apple to fix the real problem.
