Get contacts from iCloud without iPhone

I dropped my iPhone in the lake today and have to use an old android phone until I can afford a replacement iPhone (unless somehow apple-care+ can be used for this...) back up my phone with iCloud every day and I have had a phone replaced for a warranty issue and all of my contacts restored from the iCloud backup.

I tried to access my iCloud account and there were no contacts there. Do I have to buy a new iPhone to get my contacts out of iCloud?

Please don't yell at me about how I should have connected it to a computer. I have replaced the phone with no contact loss and the genius bar people said to just backup on there. Its a pretty safe/ logical assumption to think that the phone sync will sync everything...

If they aren't on iCloud.com and your only backup is in iCloud, you would have to restore the backup to another iOS device to recover them. Furthermore, you would need to restore the backup using the method outlined here to restore the contacts: Recovering deleted iCloud contacts from an iCloud backup.. Be aware that iCloud backups are erased after 180 days of inactivity so you'll want to do this before then.

If you have a backup on your computer you also may be able to use 3rd party software such as iPhone Backup Extractor to extract the contacts from the backup. You can check to see if you have a backup by opening iTunes on your computer and going to Edit>Preferences>Devices and checking the Backups list.
