That's not clear at this time. However, there is no reason to believe that it would be treated any differently from the 5s or 5c. In those cases, Phones purchased for T-Mobile from T-Mobile are locked. Those purchased directly from Apple are unlocked.

Apple's website clearly indicates a difference between a "contract-free T-Mobile iPhone, and an "unlocked" iPhone.
So, how to get a factory unlocked iphone 6 !?
As has been said, T-Mobile phones purchased directly from Apple have been historically unlocked. No reason to think the 6 will be any different.
If you Purchase a T-Mobile Phone from a T-Mobile store instead of an Apple store, then they are not unlocked.
The big clue is in the Price form Apple. You are not paying a subsidized price for the T-Mobile phone when bought directly from Apple. Its a full price Phone which would suggest it is unlocked.
However, until such time as the iPhone 6 is actually released and its status confirmed there's no way to say with 100% certainty if that will be the case.
You need to wait until its released to be sure it is unlocked. But again there's no reason to think it won't be since all previous T-Mobile models have been unlocked when purchased directly from Apple.

Contract free is not the same a unlocked (SIM free). You will need to have service for 40 days with T-Mobile prior to unlocking their phone.
Apple generally does not sell an unlocked iPhone at their stores until one month after the release date.
This has already been discussed and proved wrong with previous versions of the contract Free T-Mobile iPhone. If purchased directly from Apple, the Contract free T-Mobile iPhone does not require a contract with T-Mobile in any way.

The clear answer is WE CAN'T ANSWER THAT. We are NOT Apple. They are NOT available for sale yet and Apple has made no public statements that would address that question.
You'll have to wait to find out like everyone else.
If you Purchase directly from Apple, ie physical Apple stores as well as the online Apple Store it should be unlocked, and require no contract.
If you purchase from a T-Mobile Store or T-Mobile's online store it will most likely be locked and require 40 days of usage under contract.
