In order to downgrade the iOS you will need to perform a few steps.
1) If you don't already have the correct .ipsw file for the iOS 7 you will need to download it from a 3rd source. One of the best is www.iclairifed.com, simply locate the correct file for your iPhones cellular data network type (CDMA, GSM) and the correct model (iPhone 4, 4s, 5, etc...)
2) If you have to download the file it then needs to be put into the correct folder on your computer. Use the chart below to locate the correct location to copy the downloaded file into.

3) In order to begin the restore you will need to go to the device summary page in iTunes and the
Windows: Hold the Shift key while clicking on Restore iPhone
MAC: Hold the Option key while clicking on Restore iPhone
This will bring up a selection box that will allow you to select the .ipsw file of your choice, select the one for the iOS 7. Then sit back, grab a bag of microwave popcorn, and wait for the restore to proceed.
Also don't forget to backup your data prior to beginning the restore process to prevent loss of data!!!
