I experienced the same problem after updating to IOS 8 this morning on my iPad 2. I tried a hard reset (press and hold both buttons) and it resolved the problem. 3G restored. I hope the same may work for you and others who may experience this glitch.

THanks the hard reset solved the problem!
I Did the same but once you turn off celular it wont come back on till you reboot again.
this is not the answer.
SHelbydon you are correct. Hard reset worked for awhile but now is no longer working. Assume stopped working when I took IPad out of WiFi range. Still no solution it appears
I am really sorry I upgraded so quickly to ios8.
Not only do I not have my ATT but my pics "events from mac" are in some unknow order. I have 220 folders that are not alpabetized. I cannot find any pictures.
On the Macbook Air the events are perfect, all in alphabetic order. When they transferred they are mixed. Faces are mixed now.
THis new operating system is horrible. How do I go back to 7.
And the ipad 2 is so slow now. There are no positives!
Hpaving the same problems with 3G. Rebooting works, but not for long.....also looks like we r in the minorit, so I guess a fix could be long time coming....
It appears you are correct lightnessandweight Any help out there?
I have exactly the same problem - thought it was fixed by re-boot yesterday but same problem today. Hoping it's not going to happen every day!
I picked up a possible fix in another discussion thread and I've tried and seems to be working. I plugged my iPad into my imac and the signal instantly returned and so far has stayed working. Will update tomorrow, but this looks likes this is the way to fix it....
Thanks lightnessandweight, but unfortunately I do not have imac-my system is windows
Like others who have posted here I also found that after my original post the 3GS signal disappeared and reverted to No Service. I have synced my iPad 2 with iTunes running on a Windows 7 laptop and during the sync process the 3G signal returned and has been fine since. Hopefully that will be a final resolution.
I sync'd my ipad with my macbook air and the ATT works intermittently. There are no guarantees this will be permanently fixed.
Currently I have NO 3G service.
And my 200+ photo folders are on the iPad in random order and its impossible to find a picture.
Shame on Apple for not testing this and warning us of these anomolies.
Using the "Find my iPhone" app turned mine back on.
Hello all - its been about 16 hours since I connected to iTunes and the 3G signal returned. My Ipad is now constantly connected to 3G and I'm having no further problems with signal. Having scanned a few other threads, this fix seems to work for PC and iMac users and also for the majority - have seen one reply suggesting it hasn't worked for them on a permanent basis. I'd welcome a comment from Apple about this - seems very odd!
I followed lightnessandweight's advice and connected to ITunes and mow have 3G signal. Has been on for about 3 hours monitoring and will let know if fails again.
