I have a bug out there for this and hope this is something as simple as SW calibrations.

Oct 1, 2014 3:19 PM in response to josh_ftwby simlid,Josh, thanks for this confirmed that the barometer vs measured (tape measure) was actually pretty close, now wondering why the app is not registering correctly and hope this is just an algorithm issue within iOS or Health App that can be resolved quickly.

It will tell you the pressure the barometer is measuring (in various units), as well as the relative elevation increased or decreased from a set point that you have the option to reset. I.e., you can check if your iPhone says you are going up ~a few meters as you climb a set of stairs, to find out if there's a bug with HealthKit or the barometer itself. (I suspect it's HealthKit)

Give this a try if you haven't already.

I tried calibrating with Compass and it still shows one flight of stairs for the whole day. I live in a townhouse so I know that's not right. I go up and down those stairs at least 15 times a day. I downloaded the barometer app and it does show pressure change when I go up and down the stairs so it means it is most likely a bug with Health Kit. I've had other issues with health kit like double entries and such. It seems quite buggy right now
