The sequence with the Min as i remember after resetting everything as outline before, was to delete the old paired iphone name from the Mini BT settings. Having done this and with the iPhone looking for a pairing, on the Mini a new name came on the screen called iPhone1 (I didn't set this I swear!) and then accepting this and applying a code it just sprang into life. Before a pairing was accepted with the old name but no sound went through the car system.
I also see reports that installing 8.02 does the trick too although for me I never ever want to touch an Apple OS update ever again! I have wasted three days of my life on OS and iPhone problems and that is enough!
The following is what finally worked for me. My '13 Mini manual doesn't mention this method, but it was very simple to use and it paired my Mini in seconds. Perhaps this would also work with other BMW products since the BMW owns them.

Bluetooth Pairing
1.
On your Mini, go into Telephone.
2.
Add New Phone. This will put your Mini’s Bluetooth into Pairing mode.
3.
On your phone, be sure Bluetooth is enabled, and find your Mini. It will be listed with the name on your Mini’s screen.
4.
Once your phone connects, it will ask for a pairing code. On your Mini, create a quick four-digit code (e.g., 0000). Then enter that code on your phone.
5.
Once connected/paired, the Mini will ask for what features to use. By default, it will check Audio and Telephone if your phone supports those features.
What was fouling me up was the step where it says “Once your phone connects, it will ask for a pairing code”. It DIDN’T on mine. I quickly entered “0000” and that pops up a screen on the IP6 to enter the same code. I've tested it and at least for making/receiving calls, it works fine. This procedure is different that any I've seen so far. On my other vehicle (a Range Rover), I think it generated the 4 digit code automatically which I then entered into the IP6.
