Can't seem to setup apple pay. Have tried both in settings and passbook. I get the same error.
"Could Not Set Up Apple Pay
An error occurred while setting up Apple Pay"
Anyone have any ideas why this is happening? I have re started the phone twice, nothing. Same error. Can't get pass the "Add Credit or Debit Card" link.

First tried log out/in to iCloud. Same problem. Then powered off/on phone. Same. Then shut off wifi. Same. Then with wifi off powered off/on phone. Confirmed wifi was off and finally it worked.

This is what worked for me. Looks like your region settings might need to be set to a region where Apple Pay is supported. Logging in/out of iCloud did nothing for me.
In my case, I noticed the issue when Apple Pay through a few apps was being declined. I removed my card, and tried to re-add it, and was getting the "Could not setup…" error. Turns out that my region settings were set to Venezuela. (I had been testing some localization stuff for an app I'm working on. Apparently I forgot to switch back to the US when I was done.)
Once I switched back to the US, everything was working just fine again.
how i can set up my account for US if i living in UK and have all with UK like credit card etc.. thats not problem sorted! 🙂
