Popup on Safari that will not go away

I have a popup on my Safari that will not go away, even when I restart my computer. It's to call a number immediately to get help, which I Googled & it is a scam. Can anyone please tell me how to get my Safari back to working right. Thanks

Choose Force Quit from the Apple menu, close Safari from there, and then launch it with the Shift key held down. If that doesn’t work, disconnect the computer from the Internet and try again.

Simple, just make a copy of both files and move somewhere temporary, change the names. Then, delete one of the original files and empty trash, open up Safari, if it is fixed good, if not repeat with the next file and so on. If nothing works, re-name the copied files back to their original names and put back. This is all assuming it is one or more of those files, at this point it is all assumption, good luck.

Help. I called the number and they connected me to company called Computer FixIt and I very foolishly let them work on my computer remotely, for a high fee to fix problem. They say they are and their web site says they are Apple certified. Do I need to worry about what they have access too, or what they did to my computer. If so, what do I do next?
