That sounds like you are being charged for an out of warranty replacement. Since accidental damage, like blinding your iPhone, voids your warranty, an out of warranty replacement would be the only option Apple would offer you (or, if you had AppleCare+ you could use one of your two accidental damage claims for an reduced fee).
An out of warranty replacement from Apple always includes either a 90 day warranty, or it re-instates the remainder of your original device's warranty, whichever is the longer period.
This is an Apple standard service alternative for anyone who has voided their warranty for any reason. The only caveat of an out of warranty replacement is that you must still have a device to turn in to receive the replacement. The turned in device does not need to be functional but must be an essentially physically intact device (i.e.. the terms of OoW service say something about a device that is missing parts or is shattered into multiple pieces may not be elegible).
