Having the same issue of the blank page for any "support.apple.com/kb" link, I deleted the "Cookies and other website data" for "apple.com" within Safari. Although I was immediately able to now see Apple support pages within Safari, as "neoman" stated, opening iTunes would now ask for my Apple ID password, and when you go back to Safari, the blank page issue returned.
Visiting "http://support.apple.com" then going back to the specific "kb" link also momentarily fixes the issue. It is apparent that their is a correlation between Safari's stored cookies and website data, and iTunes' Apple ID log-in asking for your password when utilizing any of these temporary fixes.
Neither of the fixes mentioned are permanent. The moment you open iTunes, the blank page issue returns for any "http://support.apple.com" link.
I experimented to see if the issue existed when signing into the App Store, and it does not. The issue is only related to iTunes in my situation.
Why opening iTunes would break the ability to view an apple support page within Safari is incomprehensible to me.
