iPad Air 2 on iOS 8.1.1 cannot connect to App Store

After upgrading iPad Air 2 to iOS 8.1.1 it cannot connect to iTunes store or App Store.

It can connect to the internet and email and apps can be managed by iTunes on PC.

It just won't work standalone.

Have tried hard boot and changing time but no change.

Any ideas?

I just set up my iPad 2 for another member of my family. All seemed well until I tried to connect to the App store and got the same problem you have all had. I've tried every solution on several discussions by the time I got here. Everyone here had such success with signing out and signing in that I tried signing out. Now I can't sign back in and it says not only can I not connect to the App store but I can't connect to iTunes, either.

HELP!
