You cannot update an iPhone 4 beyond iOS 7.1.2
You cannot update to iOS 8
You cannot update to iOS 9
You cannot update to iOS 10
You cannot update to iOS 11
You cannot update to any iOS version after 7.1.2
Hopefully, that should clear up some things
If your phone is an iPhone 4 it cannot be updated beyond 7.1.2.
This is never going to change.

Any iPhone later than a 4 will run newer versions of IOS, 5S's and above can run every version of IOS, right up to 11. This of course will not continue for ever, just like we don't.
