iPhone 6 Plus - no option to decline calls

I am facing a strange issue since I migrated tI iPhone 6 Plus from iPhone 4. I used to use the feature for declining calls often. The feature where you could decline the incoming call and send the "can't talk right now" SMS. however since I upgraded I am not getting this option of declining the call.

i do get the option like 40% of time, but not the rest. I get the option for the same caller at times and at time I do not get the option for the same caller. Please see attached images.

KIndly help in solving this issue.

Check and see if you get the decline option when you are actively using your phone or before it goes into lock mode after using it. I don't get the decline option when I receive a call while the phone is lock mode.

Okay, so now I know how to decline a call, but I am amazed that Apple would allow this kind of a UI inconsistency. Why have a decline button when the phone is unlocked, and no decline button when it is locked? It makes no sense.

They don't want accidental screen touches to do anything when the screen is locked. When removing a ringing phone from your pocket a finger might touch a decline button. Accidental mechanical button pushes are less likely, and a single button push just silences the ringer, You can still answer the call in the normal interval before it goes to voicemail.

Pressing the Sleep button can be done by feel, without having to take the phone out of your pocket.

Apple is too unsafe for drivers.

You just upgraded to iOS10. You drive on HWY, and listen to your iTunes playlist and suddenly you receive a call that you can't decline or skip. The ringtone is loud, it distracts you from focusing on the road. It brings stress in drive mode, you click on every hardware keys because no intuitive interface here. The home button does not do anything, you feel stuck, you don't look at the road anymore but your phone. You try unplugging your phone. Oh no, they said you have to double press a hardware button that is so hard to press while driving.

Dear Apple designers, you got to understand that we need the software button to decline incoming calls "especially on" the lock screen. Please make an effort to keep us safe!

Yes, you can. Tap the power button once to silence the call or double tap to send the call to voice mail. This has been pointed out a couple of times in this thread. But, better yet, put your phone in Do Not Disturb mode before you start driving that way, you won't get all flustered and stressed.
