Great, you finally comes to your senses.
You now know that in some cases you either need a valid credit card or a gift card is mandatory.
I can see you just like to argue. Mandatory is the word you like to use all the time which I didn't at the beginning of this thread.

Specifially what happens?
A credit card/gift card is not required to be added to your account.

My first post on this thread was for both the OP and Ckaun.
I explained it is not mandatory to have a debit or credit card on the Apple ID. <-- this was to correct Ckaun.
-- Yes, for some reasons (like I had mentioned above it is necessary to have a card with your Apple ID.)
Then I explained (towards the OP, giving options as their post was not descriptive) "BUT If it says there is a billing issue with the previous purchase that means you need to add a different debit/credit card to the account or an iTunes gift card, since the last purchase you tried to make declined.
If you don't get that message & do not have family sharing set up, go to the payment information section & remove the card."
--Meaning if you owe money to iTunes/Apple you need to pay it off with another debit/credit card/iTunes gift card. OR to remove the card.
If I didn't find this helpful, I would have never posted a reply.
