May i know who iPhone 5s already updated iOS 8.1.3 version and still got facing battery percentage jumps issue with previously version iOS 8.1-8.1.2 or not ?

You're welcome, and I'm glad it's resolved. This was a common problem with very early versions of iOS, but it has gotten better since iOS 7. But it still sometimes catches up. The reason it happens is that there is no way to determine the state of charge of a Lithium battery, except at fully discharged or fully charged. The voltage doesn't vary with state of charge as it does for older technologies. So to determine the state of charge the battery monitor must measure the discharge rate and time and calculate how much has been drained from the battery. This works as long as the monitor knows the end points, but if it loses track the battery will suddenly drop, regardless of the percentage on the gauge.
In fact, I'm using only iOS 5 on iPad but it jumps while charging and falls after disconnecting. My solution is to not use percentage.
I have had the same problem on iOS 10. My battery ran down fast and then my iPad shut down while on a walk. I had a portable charger with me so I plugged it into my iPad and then after waiting for 3 minutes my iPad started so I carried on. After playing Pokemon GO for about an hour my battery had been jumping from 2% to 5%. I was really confused. The light on the charger was flashing and it never did that before. I left it plugged in and it started up. I looked away for 1 minutes and it was starting up again. I came back and plugged it into the wall and it did a bit better but not a lot. It took 5 minutes to turn on and it was at 1% not at 2%. Then it jumped and turned off and started again. I left it overnight next to the bed and it was fine in the morning. I am posting on the same iPad right now.
If you can't wait then just do it yourself. I do beleive this is a very seroius iOS bug because I have two iPhone 5S. One works perfectly fine (black) with both having all current updates but one (white) drops charge. Since both devices are old I decided to switch batteries to make sure the other one is failing. Lo and behold, the "failing" battery held perfectly normal while the "normal" went dropping. So I did a full wipe and restore (I don't really believe it replaces the whole iOS, just the user data part) and it still inhibited the same symptoms. So How does a system determine a charge? Well, it stores the amps and the time it charges to calcute a rough estimate on how long it will last per each use and from there I think that the information regarding battery data got stuck at a lower rating thus giving the battery a false life reading. Because apple don't like jailbreaks (to downgrade) and the only hail mary is to replace the whole board which may or may not inhibit the same glitch. A perfectly working phone rendered useless by sloppy programming for a premium product. I can't just switch because I have an ecosystem invested in apple products.
