Surprisingly that model number comes back as a Jet Black 256GB Verizon Wireless iPhone 7.
It should very much have Facetime.
As has been said in this thread, make sure its not restricted in Settings->General->Restrictions->Facetime
If its not, you can try to use Spotlight to find it by swiping down from the middle of the screen. If its in a Folder, Spotlight will tell you which one.
Otherwise, if it was deleted from the iPhone, you should be able to download it from the App Store. Just search for Facetime and the first result should be Apple's Facetime App.
Facetime (direct link)
An iPhone which originates from Saudi Arabia or the United Arab Emirates will never have it.
An iPhone which originates from a different Middle Eastern country may lose it if unlocked or taken outside the country.
If neither of the above covers it, check the device's restrictions.

If i restore my iphone settings then i have facetime app. After i log in to my apple acount, then i lose it.
could you please help explaining how to activate it? Currently, my friend can use FT outside UAE, while I cannot do it. However, I can see FT icon 2 places in my mobile, i.e. 'setting / notification', and 'setting / cellular data'
thanks for your advice.
then after checking the device's restriction what Should i do?

Is Facetime turned off in restrictions? If so turn it on.
If its not turned off or is not there, then tell us where this iPhone was bought, and what model number it has under Settings->General->About->Model.
my phone is from abudhabi. And the model is MGA92AE/A
That model can not have FaceTime as it is from a region where it is banned.
Seriously? there's nothing i can do about it?
Seriously
Yes, seriously.
Correct.

Nope, that particular model (AE) is meant to be sold in a region where Facetime is banned.
It cannot be installed or enabled in any way.
If you need Facetime, buy an iPhone meant for a region that does allow it.

Petition the government to change their policies. Other than that, there is nothing you can do.

The phone model is MG4C2AE/A
