I have Mid-2012 Macbook Pro with a SSD drive installed. I installed a fresh windows 7 64bit pro and now I get this error when trying to open the bootcamp control panel.
"an error occurred while trying to access the startup disk settings"
I want to be able to right click Restart in Mac OS X but this doesn't work. It boots to a white screen and then it goes to windows again.

This is a destructive suggestion. Back up your OS X partition. Using Internet Recovery, erase your hard drive, install a fresh copy of OS X. Do not restore OS X from backup yet. Install W7 and test Bootcamp. Please use a USB2 flash drive.
I had a thought so when I moved from the Macbook 2010 I just moved my Hard drive to the Macbook 2012. When I did a fresh copy of Mac OS X on the 2012 Macbook I did it from the recovery partition. Could there maybe settings that are on the recovery that might be causing issues. My plan install Mac OS X from my bootable USB and partition the whole SSD. Clean copy of Mac and clean copy of windows. Think this might help?

If you get a white screen, the Mac is trying to boot and trying to switch. It is possible that the 'bless' command has failed. Can you check Applications -> Utilities -> Console and check in the logs for any errors?
A clean install of BC always seems to work correctly on the 2012 MBP. I tested it on a 2011 Mac mini which does manifest the same problem, but only intermittently. This Mini has some additional quirks, it has a DIY Fusion drive, with Bootcamp on the SSD and the BC was restored using Winclone 4.4. It does not match your setup. I cannot get AHCI to work properly on this machine either. One observation is that this manifests itself more often on my Mini if tried right after Windows has just come up. The longer Windows has been up, the less likely that it will occur.
Do you still have your internal disk before you installed the SSD, that can be reused for testing? Have you enabled TRIM using kernel hacks on your SSD?

The SSD should not be an issue. If you want to try this, install OSX on an external USB flash disk. OS X: Installing OS X on an external volume - Apple Support and test.
