Weird Airport WiFi Lag Weird Decimated Sounds Coming From Speaker, Any Ideas?

My WiFi is lagging weird. And by weird, here is a ping response:

Normally, the signal strength is great where I am. The downloads are always fast too. And right now, there is nothing else in this house that is turned on which should be causing any type of interference. I only have my cell phone and computer turned on. I do hear some kind of modulating energy type sound coming from outside. Would this be it? None the less, I have created some WiFi diagnostics which can be downloaded from https://drive.google.com/folderview?id=0B2wbE3EVNff3fnEyREE0YV9qZXlJSy1NM05FZDQ0 UVBSamdDUmhZaVR3aFdxNXRqaXJnTzQ&usp=sharing

How can I find a resolution to this? That modulating sound is kind of making me feel really agitated and uncomfortable and I have no idea where it is coming from. I am wondering if it is the cause of the WiFi lag too? If so, what can I do about it? I am not sure where it is coming from.

Below is a chart of the 2.4MHz band. In the US, thats 11 really skinny (11MHz) channels that overlap a bit using 802.11b (11 Mbits/sec).

To use them at 802.11g speeds, you need a wider (22 MHz as shown above) channel and some more complex modulation. This leaves THREE non-overlapping channels (1, 6, and 11) and in your particular case you can already see four neighbors' Routers. The 2.4 GHz space in your neighborhood is too crowded.

You also have a weak signal. For good, reliable operation you should have signal minus noise in the 25 or higher range. Yours is under 10. That is awful.

Your transmit speed has dropped to 18Mbits/sec, and indication that between weak signal strength and too much interference, you have to slow way down to be able to talk to the Router at all.

You need to get closer to your Router, and you should buy yourself a more recent dual-band Router that would allow you the option to move up to the less busy 5GHz band, where there are many more channels and they are wider.
