On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

You called who ? If you mean that you contacted iTunes Support, what did they say ? Did they say that they would refund you (purchases are considered final) ? You already know that these are just user-to-user forums, so there isn't anything that we can do to potentially refund you.
Do you have a question about them ? Links with instructions on how to view an account's purchase history (if you are a family share organiser you may also need to check the members accounts) have been posted a number of times on this thread, as have how to contact iTunes Support (assuming that they are on your account)
If they show on your iTunes account's purchase history and you didn't do them, change the account's password and contact iTunes Support ; if they don't show on your iTunes account (nor any other account that the card is linked to e.g. through, if applicable, family sharing) contact the card issuer.
We are fellow users, these are user-to-user forums - nobody on here can 'stop or refund this money'.
Try checking your iTunes account(s) purchase history, and if it shows change the account's password and contact iTunes Support (try reading previous replies if you don't know who to view your purchase history or contact Support) ; if it doesn't show, and if it's not temporary store holding charge, contact the card issuer.

Why would you think that fellow users on these user-to-user forums would know ? Have you tried looking at your accounts purchase histories ? And, if applicable, family share members accounts ? If it shows and you didn't do the purchase change the account's password and contact iTunes Support ; if it doesn't, contact the card issuer
Accounts can't be cancelled (and even if they could be, fellow users wouldn't be able to cancel somebody else's account) - all you can do is remove any personal info from it (e.g. payment details) and stop using it
Assuming that all three are proper charges and that two of them aren't temporary store holding charges, you will have to try contacting iTunes Support, obviously nobody on these user-to-user forums can potentially refund you
A purchase was made to the game Criminal Case of $106.24 by mistake thought I couldn't log in without my password please refund it back into my account the screen was froze until I put my password in thank you Marie Battle

We are fellow users, nobody on here can potentially refund you. If they are actual purchases and they are on your iTunes account you should contact iTunes Support about it - going straight to your card issuer might result in you, as far as iTunes is concerned, owing iTunes for them and them possibly permanently blocking the account.
You already know that you we are just fellow users, nobody on here has charged you for anything. Have you looked at your account's purchase history ? And, if applicable, family share members accounts purchase histories ?
