On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.
See also If you see an unfamiliar iTunes Store or App Store charge on your bank, credit card, or debit statement - Apple Support and About payment card authorization holds in the iTunes Store - Apple Support.
If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

We are fellow users, we obviously won't know. Have you looked at your account(s purchase history, and any other account linked to the card ? If you read previous replies you will find instructions on what to do

My card is being charged by iTunes I had no idea what was going on but it won't let me download apps I do not wish to have my card charged for anything I am furious about this please can someone fix this .

The only person who can fix it is you, we are fellow users and obviously have no access to your account. Have you read previous replies and looked at your, and if applicable family members, accounts purchase histories ? And checked those accounts for subscriptions ?

Why won't it ? What happens when you try to download them ? If you are getting an error message what does it say ?

Try reading replies before posting - if you had bothered to do so you would know that we are fellow users, that these are user-to-user forums and not iTunes Support nor Apple, and that therefore nobody on here is taking money from you and that nobody on here can 're-fund' you. Previous replies tell you what to do
Does it show on your iTunes account's purchase history ? Or, if applicable, a family share member's account's purchase history ? If it shows on your account, change the account's password if you haven't already done so, stop the subscription from auto-renewing if you haven't already done so, and contact iTunes Support : http://reportaproblem.apple.com
If it doesn't show on your accounts contact the card issuer.
And ? Have you looked at your iTunes accounts purchase histories or, if applicable, family share members accounts purchase histories ? What you potentially do about it obviously depends upon where, if anywhere, it shows.
I am not emailing you. If you are getting emails from these forums it's because you've requested emails from them, and only you can change your preferences to stop receiving them - as I'm just a fellow user I obviously can't change your preferences for you. Go to profile page on here (click on your name) and change your email preferences, or if you no longer want to follow this thread and get emails from it click on the button that says 'following' at the top right of it
If it shows twice on your iTunes account's purchase history, and if you didn't tap on 'buy' twice, contact iTunes Support : http://reportaproblem.apple.com
If it only shows once, one of them may just be a temporary store holding charge

What are you finding difficult ? Instructions for how to try and identify a charge, and how to contact iTunes Support (assuming that the charge is on your iTunes account), have been posted multiple times on this thread.
We can't take anything off your bill, like you we are all just fellow users. Have you followed the instructions that been posted a number of times and checked your iTunes account's purchase history ? What you then do depends upon whether it shows there, and if it does whether you recognise what it's for.
